Rules for Your Safety & Enjoyment

PaRK RULES

Scipio's Goble Landing, LLC, and its management team hope that you enjoy your stay and the use of our facilities. We have been in business since 1984 as a family-run, family-friendly park and moorage. The following community rules are provided to ensure enjoyment of the park and moorage by all tenants and neighbors. We encourage you to feel at home but respect that we are running a business and providing a residence to all of our tenants.


Park Organization and Conduct

  1. Quiet time is 10:00 pm to 7:00 am. No persons shall cause noise disturbances of any sort (music, yelling, loud vehicles, working on projects, etc) during these hours, unless authorized by management
  2. No tenants shall allow other people to reside in their dwelling for more than 24 hours without paying the appropriate fee and updating their Rental Agreement with new information about this new tenant. Failure to do so can result in eviction
  3. Absolutely no drug activity of any sort - beyond prescription medication prescribed by Tenant's doctor to Tenant and used by no one else - is permitted on premises. Violation of this rule shall not be tolerated and is grounds for immediate eviction within 48 hours. If necessary, law enforcement and any other agency of interest shall be notified (including Child Protective Services for offenders with children present).
  4. Alcohol consumption is permitted within rental space assigned to you or in designated event areas. Any outdoor alcohol must be secured and monitored in accordance with OLCC regulation. No minor is permitted to possess or be under the influence of alcohol as regulated by federal, state and local laws.
  5. This park is provided as a residential property; no business of any kind is allowed to operate on premises without the express written consent of management of the LLC.
  6. Due to water traffic and swiftness of the river, there shall be no swimming in the area of the docks or boat launch.
  7. Please be mindful of private property adjacent to either side of the park; do not trespass on private property without the consent of landowners.
  8. Any altercations between residents, physical or otherwise, can result in eviction; if eviction is sought by management, eviction shall be rendered to both parties of the altercations cited.


Mobile Dwelling Site and Surroundings

  1. No tents are allowed in or around RV spaces.
  2. Tenant's dwelling (RV, camper, 5 th wheel, etc) must be acceptably maintained. At the bare minimum, exteriors must be washed regularly and appearance must comply with state and local laws.
  3. All storage is to be held in approved storage units. Any storage units on site must be removable but conform to state and county codes. Any new and/or permanent structures must be approved by management,
  4. Decks and other structures may be permitted by management on a case-by-case basis and must be built based on local code and ordinances.
  5. Grounds around the site are required to be kept clean and tidy. No trash, appliances, junk or other debris are to be left outside of the mobile dwelling. lf you are not able to clean the site, the LLC will have one of its employees do so at an expense of $20  per hour per incident.
  6. Self-propelled RVs must be in working order, able to be moved under their own power at all times. Tires on campers and 5th wheels are required to be present and in working order at all times. In the event  of removal of vehicle due to eviction, impending disaster (flood, fire, etc.) or assistance ln vacancy of space, any assistance by the LLC to do so - including but not limited to providing a tire, hiring a tow service or needing to demolish a condemned dwelling - will include invoice for compensation either per item provided, at rate of hired service or at a rate of $20 per hour for work done by employees of the LLC

whichever is appropriate.

  1. No major automotive repair is to be done on premises unless approved by management (l.e. Engine replacement, transmission work, transaxles, painting or scraping of paint, etc.). Any work involving draining or handling fluids of any kind must be done off premises; as leaked fluids on the ground of premises can seep Into the groundwater system and into the river, which is against state law. Drip pans are allowed as long as they are emptied on a regular basis.
  2. and no fluid hits the ground. Disposal of waste, including fluids and paint, must be done in approved containers. No hazardous waste or contaminants are allowed to be stored on or around dwelling or storage for longer than is reasonably necessary for pickup of Tenant's own removal of containers
  3. Trash dumpsters are provided in general areas of the park. One (1) trash can is allowed outside of the mobile dwelling provided it is emptied on a regular basis, includes a firmly closed lid and cannot be knocked over by animals. No trash from outside the park is allowed to be dumped in dumpsters on
  4. premises. Do not block dumpsters by parking vehicles in front of them for any time beyond which you can reasonably offload trash from the site. No chemicals or hazardous waste is allowed in trash dumpsters or stored in or around mobile dwelling or storage areas; see paragraph (7) of this section and follow waste disposal procedures
  5. Keep dwellings free of visible trash through windows from the view of the driveway.
  6. Infestations of pests in dwellings that could spread to neighboring spaces must be dealt with immediately. If the Tenant is not able to provide pest removal themselves in a reasonable fashion and timeframe, the LLC will hire pest removal services at Tenant's expense.
  7. No fire pits allowed! No fires unless okayed by Columbia Fire & Rescue.


Parking and Traffic

  1. Tenants are allowed one (1) vehicle parked in their space. Vehicles must be running or able to be repaired within one month or will be towed away at the owner's expense. If special circumstances are present, please contact management ahead of time.
  2. Any additional parking overnight or longer is subject to fee per vehicle at rate of $3 per day.
  3. Speed in the park is 5 mph at all times, strictly enforced. Assume that children are present at all times
  4. No loud music or mufflers are allowed as a courtesy to neighbors.


Pets

A pet is any animal of any type owned by the Tenant or residing within the mobile dwelling (or within theRV space around the dwelling) for more than one day. Pets are subject to fees as described in your Rental Agreement.


  1. Roaming cats can be considered strays and given to animal control at any time
  2. Droppings are to be picked up immediately by pet owners. This includes toilet areas for Tenant's pets within their rental space. lf your pet is wandering and not leashed, expect that random droppings not picked up that look like they could come from your pet will be brought to your attention.
  3. Permitting any pets to chase, injure or kill any other animal on these premises can result in financial damages, reporting to animal control and possible eviction as management sees fit.
  4. All animals are to be spayed or neutered. Breeding animals not considered indoor-only are not to reside within the park.
  5. Management reserves the right to call animal control or the police in instances where neglect, cruelty, abuse or ignorance of basic pet care is witnessed. All tenants must follow city, county and state laws regarding the welfare of pets of all kinds.


Children

  1. All children under the age of eighteen (18) shall be supervised at all times by a parent, guardian or assigned custodian while on park property. Tenants are responsible for the actions of children under their care. All children are to be included in application for residency.
  2. Children are not allowed on docks without a lifejacket and a supervising adult present.
  3. No child under the age of eighteen (18) shall be found in any rental space not rented by the child's parent or guardian without the express permission of the tenant of that rental space.
  4. No child shall be found on a boat or watercraft unless the vessel is owned by a parent or guardian or owner has expressly requested the child's presence with parent permission.
  5. Children cannot play or otherwise occupy the boat launch or in any way interfere with launch activities.
  6. Children cannot play in restrooms or showers. More than one child is not allowed to shower at one time without a parent in the room
  7. No child shall ever be found on equipment, parked vehicles or parked boats on premises, nor on any equipment parked near the neighboring Goble Quarry rock or sand piles. Children also cannot play in the Quarry's material piles as this is considered not only property but product for that business.
  8. No rocks, sticks or other objects are to be thrown anywhere on premises. Rock skipping at river shores towards boats, launch or docks is prohibited.
  9. Children are not allowed to play on the porch of the store or be unsupervised within the store.



Daily Use Tenants

  1. Tenants assigned to a rental space designated as "daily use" can terminate their residency at any time. Application is the same process as monthly rentals with no exceptions. Park rules are enforced in the same manner. Pet, parking, electric and other fees still apply.
  2. Daily Use Tenants are given the same access to amenities as monthly tenants with no priority levels.
  3. Dally Use Tenants ONLY: please give 24 hour notice before terminating residency. All fees are paid in advance, but any other fees Incurred and not paid (l.e. electricity) must be settled before leaving. Any site cleanup after Tenant has left Is subject to a $20 fee


Electric

  1. Electric ls charged at a per-kWh rate set by Columbia River PUD. Charges above this rate currently charged by the LLC are for common electric uses.
  2. Electricity Is collected on a monthly basis or prorated for fora any start and stop date that do not fall on an even cycle date
  3. Electric meters are read on the last day of the month and are due to be paid on the seventh ) day of the month.
  4. No late fees are charged for electric use by the LLC. However, those Tenants who do not bring their electricity use charges current within 30 days of due date may be subject to eviction if not resolved in a reasonable timeframe or as provided by state law. Please contact management immediately if you believe your electricity use payment may be late or is unable to be paid.


Hookups and Wastewater

  1. Wastewater hookups are provided at all RV rental spaces which are attached to an on-site septic system. The functionality and maintenance of the septic system is managed by the LLC, but Tenant is responsible for his or her own use of the hookup up to the end of where you hook up your wastewater hoses. Functionality and maintenance of your holding tanks, pipes and hoses must be handled by the Tenant. Any dwelling with a waste system that is not functioning to code can be required to leave the premises.
  2. Black or gray water is prohibited from being dumped on the ground as regulated by Columbia Health District of Columbia County, as well as the State of Oregon based on proximity to major waterways. Violations will result in eviction.
  3. Due to limited storage capacity of septic tanks, management requests that the following process be used to reduce septic removal and lower rent requirements:
  4. Keep holding tanks closed except when being emptied.
  5. When emptying holding tanks, move the slider to black water first and empty, then move slider to gray water and empty. This ensures enough water to flush your tanks and pipes as well as the park's drain pipes from debris and old food that can dry and damage Inner surfaces of these pipes.
  6. No washing machines or automatic dishwashing machines are allowed in mobile dwellings.
  7. Tenants are encouraged to use on-site showers to reduce septic load from rental spaces.


Amenities

  1. Public Restrooms
  2. The bathrooms on the south end of the park and inside the shower room are only available to registered guests and park residents. 
  3. No smoking is allowed in any bathroom facility on the premises. Do not dispose of waste  created by smoking of any kind inside of the restrooms.
  4. Do not throw toilet paper around in bathrooms, leave pieces on floors or drape them on seats left for others to find

  5. Showers 
  6. Tenants are encouraged to use showers on site rather than in mobiles to reduce septic load
  7. Showers are.community rooms, so please follow these steps to keep these spaces clean and usable.
  8. Bring only the toiletries and clothes you or your children need for the shower.
  9. If toilets are used, please treat them in the same fashion as other public restrooms
  10. Keep showers to a reasonable timeframe so that there isn’t a long wait time for other guests
  11. If any standing water is left after you dry and dress, please clean it up with a paper towel
  12. Do not leave items in showers or stalls.
  13. Do not urinate or leave feces in stalls.
  14. No diapers are allowed in stalls at any time.
  15. No bathing animals in the showers.
  16. If you have contracted a communicable disease, you are encouraged to use your own shower facilities and quarantine yourself for the appropriate period.


Assignment of Dwelling and Residency

  1. In the event that a resident passes away or otherwise transfers ownership of a mobile to another person, the rental space and the right to residency is not automatically transferred to the new owner. New owners would need to apply for residency as if the mobile was never there. All account paperwork would end as of the last day the original Tenant resided in the mobile dwelling; new account paperwork would in turn start for the new Tenant, provided they were approved for residency.
  2. Inheritance does not automatically qualify a new Tenant for residency.
  3. If any new owner of a mobile dwelling did not meet residency qualifications or did not wish to reside in the park, the new owner of the mobile dwelling would be required to remove the mobile as soon as possible, with a maximum time frame of 48 hours.
  4. Any costs incurred during residency by an original Tenant and remaining after change of ownership would need to be handled by the original Tenant under their Agreement (or next of kin in the event of Tenant death).
  5. Utilities used after original Tenant leaves are still the responsibility of the original Tenant until the mobile is removed or the new Tenant is approved for residency.


Amendments to Park Rules

  1. The LLC shall meet and amend any park rules quarterly. Any changes shall be posted at the store facility for public review and discussion. Tenant agrees to be bound by any amended rules or new rules in the future unless the new rule is unconstitutional, unlawful or discriminatory as defined by federal, state or local law.
  2. Tenants have the right to petition management to adjust, add or remove park rules. Management will review Such petitions and determine the best course of action in good faith, in accordance with law, and with intent to provide a worthwhile community experience to residents. Unless law requires modification, the LLC reserves the right to accept, modify or deny requests to change park rules.

YOU WHEN YOU LEAVE AS LONG AS THERE IS NO 

OUTSTANDING BILL OWED AND YOUR SPACE IS LEFT
